As noted above, I have been a very strong proponent of the USPTO's new online forms. These are particularly great for international businesses, including those operating in China, where the Chinese Customs (and, indeed, any government official conducting business), can be a bit of a challenge to deal with. This “Shipper's Letter of Instruction”, in particular, is extremely helpful to those in the international business environment, because the “Letter of Instruction” serves as both the primary means of transportation instructions, and also as the mechanism for filing customs forms and reports relating to shipment, export and/or import. This Letter of Instruction form, if required, can also serve as a form of legal document, in a number of different ways. In conclusion, while I would like to go into depth about the various USPTO applications and forms, for the sake of brevity, I will simply state a couple of guidelines.

An SLI is a form that allows those who want to send shipper's items through us to provide a copy of an official government document to prove the ownership of this shipper's items. Some of them are more formal than others. In general, most are rather short and simple and require the shipper simply to fill out a very limited number of lines with their name, address, and account number. Others are more detailed such as requiring you to identify the item, fill in a Postal Service Form 3289 stating that your shipments are being made with your “personal items”, and include a copy of the Certificate of Registration. Each letter of instruction has a separate form attached to it which must be hand-delivered to us. When completing our SLAs, we do request a copy of the Certificate of Registration, but we do not usually require that form since.
